If it's not obvious yet, living inside the city offers people like Eira a VERY sheltered life, and she's not exactly up to speed with how things work for the rest of the world. Obviously, that'll change as the story progresses, but for someone like Khari, who grew up in a place where people are often forced to fight and defend themselves from Rubies, it's a weird juxtaposition.
